Reform of mediation and debt counselling
Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Opening incomes register data to more authorities
Several new authorities will receive the right to retrieve income and benefits data directly from the incomes register to carry out their duties. Citizens will no longer need to submit certificates of income separately to these authorities.

Transfer of financial and debt counselling
Responsibility for organising financial and debt counselling will be transferred from municipalities and the Regional State Administrative Agencies to state legal aid offices. The content of the advice provided to citizens will remain unchanged, but the availability of services and online transactions will be harmonised across the country.

Reforming legal aid and public guardianship
Six legal aid and public guardianship districts will be established in Finland to operate as independent agencies. Legal aid services and public guardianship will be administratively separated into parallel operations.
