Reform of mediation and debt counselling
Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Establishing the legal services agency
The administration of legal aid, public guardianship, and financial and debt counselling will be brought together under a new nationwide Legal Services Agency. Customer service and local offices will remain unchanged across the country.
