Standardising basic education assessment and competence requirements
Criteria for pupil assessment in basic education and rules on progressing from one year to the next will be standardised nationwide. Moving up to the next year will require attaining the minimum level of competence in subjects.

Digital education and career planning service
A new national digital service, Osaamispolku, will be established in Finland to support citizens in their education and career choices and in developing their competence. The service will bring together education and labour market data and offer AI-based suggestions according to the user's interests and skills.

Standardised classification of qualification levels
An eight-level framework for qualifications and competence modules will be established in Finland, linked to the European system. The reform will make Finnish qualifications easier to compare both domestically and internationally.
