Official abolition of local districts
The obsolete division into local districts and the related Act on the Principles for Developing State Local Administration will be repealed entirely. Police departments' operating areas will be defined directly on the basis of the division into regions and municipalities instead of local districts.

Reforming government services' regional presence
The traditional central government regionalisation model will be abandoned and replaced by nationwide planning for government services and units. The Government will draw up a plan for each parliamentary term to steer the placement of government functions and the multichannel availability of services.

Restricting farm relief services and raising fees
The right of agricultural entrepreneurs and fur producers to farm relief services and temporary stand-in assistance will be restricted, and the fees charged for the services will be increased. The entitlement of livestock producers to 26 days of free annual leave will remain unchanged.

Reforming rules on territorial cooperation groupings
Finland will reform its act on European groupings of territorial cooperation to align with EU regulation. The amendment will make it easier to establish and manage cross-border regional development projects.
