Expanding Border Guard technical surveillance
The Finnish Border Guard will receive new powers to detect and locate radio equipment and its signals near the borders, in maritime areas and in airspace to improve situational awareness and in search operations. At the same time, conventional technical surveillance, such as camera surveillance, will be expanded to new areas and purposes.

Reforming rail transport competition and permits
Domestic rail passenger transport will be opened to competition and the regulation of the sector will be completely reformed to comply with EU requirements. At the same time, permit processes in the rail sector will be harmonised and the administrative burden on private sidings will be reduced.

Shipowners' liability for wreck removal
Shipowners will bear strict liability for the removal and costs of a hazardous wreck resulting from a maritime accident. The authorities will be able, if necessary, to remove the wreck at the owner's expense and recover the costs directly from the insurance company.
