Transferring smoke alarm responsibility to building owners
Procurement and maintenance of smoke alarms in dwellings will be transferred from residents to building owners, such as housing companies. At the same time, the leadership of rescue operations, situational picture activities, and authorities' supervisory duties will be clarified.

Reforming rescue and oil spill response
Responsibilities for rescue services would be aligned with the regional government reform, and response to marine oil and chemical spills would be transferred to the leadership of the Finnish Border Guard. At the same time, obligations to build civil defence shelters would be eased and rescue service training would be centralised at the Emergency Services Academy.
