Reforming energy certificates and emissions calculation
Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

Introducing an EU emergency travel document
The new act will introduce a more secure emergency travel document that is uniform across all EU countries. The document will be issued for a single journey home to an EU citizen or their family member whose passport has been lost or stolen in a country outside the EU.

Adding fingerprints to identity cards
Fingerprints will begin to be added to identity cards in the same way as to passports, and the data will also be stored in an official register. Fingerprints given once can subsequently be used interchangeably when applying for both passports and identity cards.

Using biometric data in crime prevention
The police and other security authorities will be permitted to use fingerprints and facial images from passports, identity cards and immigration registers to prevent and investigate serious crimes. The data may also be used to avert significant danger and to protect national security.

Extending passport and identity card validity
The period of validity of passports and identity cards for adults will be extended from five to ten years. At the same time, submitting passport photographs will be restricted to businesses, and information on guardians will be entered in the passports of minors.
