A new and modern Patents Act will be enacted in Finland, replacing the outdated act dating from 1967. Applying for and processing patents will be made clearer, faster and more affordable than before.

Raising requirements for utility models
A utility model, or so-called petty patent, will require the same degree of inventive step as a regular patent. Small inventions that do not reach patent level will no longer be eligible for industrial property protection.

Protecting defence inventions and technical data
Finland will implement NATO agreements that safeguard the secrecy of defence-related inventions and the protection of technical information between member states. The agreements will make it possible to file secret patent applications and facilitate the exchange of confidential technological information among allies.
