Reforming public libraries and rules
The Library Act will be reformed to reflect the digital operating environment and the changed role of libraries as meeting places. At the same time, the principle that basic services are free of charge will be reinforced and library rules of conduct will be updated.

The new act on blasters clarifies qualification requirements and licensing practices for persons carrying out blasting work to improve occupational and public safety. Certificates of competency for blasters will be valid for five years at a time instead of ten years.
