Ensuring authority communications coverage in buildings
The rescue authority could require the owner of a building to acquire and maintain equipment for new broadband public authority communications in high-risk premises. Failure to comply with the obligation could be enforced with a conditional fine or a threat of performance.

Transferring rescue services to regions
Responsibility for organising rescue services will transfer from municipalities to regions from the beginning of 2021. At the same time, vocational qualification training in the rescue sector and the organisation of regional national defence courses will be centralised nationally at the Emergency Services Academy Finland.

Reforming transport qualifications and emergency preparedness
Heavy vehicle drivers will be able to obtain their professional qualification by taking examinations alone, and the local knowledge component will be removed from the taxi driver examination. At the same time, qualification requirements for authority vessels will be made more flexible and large transport companies will be required to prepare for disruptions.

Opening chimney sweeping to competition
The district chimney sweeping system and price regulation will be abolished throughout the country, and the sector will transition to free competition. Property owners will choose and order a chimney sweep themselves.
