Regionalising health and social services
Responsibility for organising health and social services and rescue services will be transferred from municipalities to 18 new self-governing regions. At the same time, municipal taxation will be reduced and central government taxation increased to fund the services.

Reforming rescue and oil spill response
Responsibilities for rescue services would be aligned with the regional government reform, and response to marine oil and chemical spills would be transferred to the leadership of the Finnish Border Guard. At the same time, obligations to build civil defence shelters would be eased and rescue service training would be centralised at the Emergency Services Academy.

Updating oil pollution fund references
The Act on the Oil Pollution Compensation Fund would be updated to correspond to new rescue services legislation. The amendment would have no impact on the possibility of receiving compensation from the fund.

Securing rescue services amendments
Legislative amendments concerning rescue services will be separated from the delayed regional reform. This will allow reforms concerning oil spill response, training for contract fire brigade personnel and civil defence shelters to enter into force right from the beginning of 2019.

Opening chimney sweeping to competition
The district chimney sweeping system and price regulation will be abolished throughout the country, and the sector will transition to free competition. Property owners will choose and order a chimney sweep themselves.
