Ensuring authority communications coverage in buildings
The rescue authority could require the owner of a building to acquire and maintain equipment for new broadband public authority communications in high-risk premises. Failure to comply with the obligation could be enforced with a conditional fine or a threat of performance.

Reforming civilian crisis management administration and employment
The Crisis Management Centre will be transferred from under the Emergency Services Academy directly to the Ministry of the Interior, and civilian crisis management will be separated more clearly from international rescue operations. At the same time, terms of employment and compensation for experts working abroad will be improved.

Reforming rescue and oil spill response
Responsibilities for rescue services would be aligned with the regional government reform, and response to marine oil and chemical spills would be transferred to the leadership of the Finnish Border Guard. At the same time, obligations to build civil defence shelters would be eased and rescue service training would be centralised at the Emergency Services Academy.
