Increasing transparency in political funding
Transparency in election and party funding will be increased by requiring significant campaign loans and their guarantors to be declared. In addition, the compulsory membership ballot in parliamentary elections will be abolished, and the minimum age for signing a European Citizens' Initiative will be lowered to 16 years.

Collecting party support statements electronically
The 5,000 statements of support required to establish a new party can be submitted and collected electronically in an online service. The application for registration in the party register can also be made online, but the paper-based procedure will remain alongside the electronic service.

Reforming party subsidies and election funding oversight
Party subsidies may also be granted to small parties that receive at least 2 per cent of the vote, and oversight of the subsidies will be transferred to the National Audit Office of Finland. At the same time, transparency in election funding will be increased in presidential and European Parliament elections.
