New liquidity management tools will be introduced for mutual funds and alternative investment funds, and rules on granting loans will be clarified. At the same time, reporting obligations for fund management companies and fund managers, as well as the supervision of outsourcing, will be harmonised with EU regulation.

Clarifying financial market regulation and supervision
Amendments will be made to financial markets legislation to strengthen regulatory supervision and investor protection, as well as to correct technical legislative errors remaining from previous EU regulation. The amendments will also clarify the operating conditions for non-EU investment firms in Finland.

The act on mutual funds will be reformed and the administrative burden on fund management companies eased. The reform will introduce sub-fund structures to Finland and implement several EU fund regulations.

Stricter fund regulation and investor protection
The liability of mutual fund depositaries for fund assets will be tightened, and new rules will be set for the remuneration of management and staff in fund management companies. At the same time, administrative penalty payments imposed for regulatory violations in financial markets will be increased substantially.
