    Finland's terrorism legislation will be reformed to make it clearer and more comprehensive. Penalties imposed for terrorist offences, as well as for preparing and promoting them, will be toughened.

    The definition of rape and other sexual offences will become consent-based, making an act punishable whenever participation is not voluntary. At the same time, penalties for sexual offences against children will be tightened and criminal offences redefined.

    Stricter penalties for child sexual offences

    More severe prison sentences could be imposed for aggravated sexual offences against children. Aggravated child rape would be added to the Criminal Code as a new offence.
