Reforming regional development and EU funding
Finland will introduce the rules for the 2021–2027 programming period of EU regional and structural policy and clarify national regional development. Applying for project grants, cost options, and administration will be simplified, and transactions will be brought together into a single digital system.

Reforming business development grants
A new act will be enacted in Finland on development grants for businesses and their operating environment for 2021–2028. The grants will support, in particular, the growth, renewal and internationalisation of small and medium-sized enterprises.

Reforming regional development and business funding
The Advisory Board on Regional Development will become a more strategic body whose members consist of senior administrative management. At the same time, the ELY Centres (Centres for Economic Development, Transport and the Environment) will be given the opportunity to finance the development of business services using funds from the EU's European Regional Development Fund.
