Tightening prison security and prisoner supervision
Supervision of prisoners will be tightened and the conditions for admission to open prisons will be specified to prevent crime and prison security risks. Remand prisoners could also be placed in strictly supervised high-security wards.

More flexible agency office network
The Digital and Population Data Services Agency will be able to decide on the locations of its offices in its own rules of procedure instead of by government decree. The change will make it easier to adapt the service network to increased online transactions and joint central government customer service points.
