Pledging fishing quotas as loan collateral
Commercial fishers will be able to pledge the rights of use to their fishing quotas as collateral for bank loans for investments. At the same time, the conditions for trap net fishing of Baltic herring will be eased and the forfeiture of fishing rights to the state will be prevented where fishing has been hindered by fishing bans or poor catches.

Reforming the commercial fishing quota system
Quota rights of commercial fishers will be made valid indefinitely, and herring trap net fishing will be transferred to shared quotas. The amendments will support the long-term operations of the fishing sector and strengthen the security of supply of domestic fish.

Reforming fishing quotas and salmon monitoring
The quota system for commercial fishing and its flexibilities will be clarified. A mandatory tagging and notification requirement will be introduced for salmon caught in river areas for sale, in order to curb illegal fishing.
