Reforming basic education in the arts
Basic education in the arts will move to a single national syllabus, and applicants under the age of 18 will be given priority in student admissions if there is competition for places. At the same time, the criteria for central government transfers for the provision of education and cooperation between educational institutions will be reformed.

Expanding study attainment registration
Attainment data for training funded by the Service Centre for Continuous Learning and Employment and for basic education in the arts can be recorded in national registers. This will make previously acquired competence more easily visible in further studies and working life.

Securing funding for education and culture
Central government transfers for upper secondary education, basic education in the arts, liberal adult education, and museums and the performing arts will exceptionally be calculated on the basis of 2019 data in 2023 and 2024. This will prevent the distorting impact of operational disruptions and exceptional costs during the coronavirus pandemic on the funding level.

Cutting vocational education and culture funding
Central government funding for initial vocational education and training as well as for museums, theatres and orchestras will be cut from 2017 onwards. In addition, reductions in holiday bonuses and employer contributions under the Competitiveness Pact will be taken into account in central government transfers for the education and culture sector.
