Enabling regional gas markets
Natural gas trade between Finland and the Baltic States would be facilitated by allowing the removal of transmission tariffs on the interconnector pipeline between the countries when the market opens. At the same time, regulation of distribution tariffs for electricity generation connected to high-voltage distribution networks would be enabled to improve competitive conditions.

Gas market liberalisation and fee caps
The Finnish natural gas market will be opened to competition and the gas transmission network unbundled from sales operations. At the same time, an annual maximum cap of 15 per cent will be set on increases in electricity and natural gas transmission and distribution fees.

Curbing electricity distribution price increases
The cap on annual electricity distribution price increases will be cut, and the timetable for electricity network companies' security of supply investments will be extended. The changes are intended to protect electricity consumers from large and rapid distribution fee increases.
