Rules on public procurement will be reformed to increase competition and save public funds. The use of in-house companies owned by the public sector will be restricted, and tendering procedures will more frequently have to be divided into lots so that small enterprises can also participate in them.

New subsidies for forest nature management
Forest owners can receive new state subsidies if they leave more broadleaf trees in their forests, restore mires, manage herb-rich forests, or leave buffer zones along water bodies. The new results-based subsidies will trial more effective ways to improve forest biodiversity and water protection.

Clarifying public procurement procedures
Rules on public procurement will be specified and corrected to align better with EU law. The scope of framework agreements will have to be stated more clearly, and checking the backgrounds of subcontractors will be made easier.

Competitive aid for renewable electricity
A premium scheme based on competitive tendering will be introduced in Finland for renewable electricity to support the most cost-effective power plant investments. At the same time, the previous feed-in tariff scheme will be closed to new biogas and wood fuel power plants.
