Expanding Border Guard technical surveillance
The Finnish Border Guard will receive new powers to detect and locate radio equipment and its signals near the borders, in maritime areas and in airspace to improve situational awareness and in search operations. At the same time, conventional technical surveillance, such as camera surveillance, will be expanded to new areas and purposes.

Reforming elderly home and housing services
Home care and housing services for older people and others in need of support will be reformed to improve their quality and availability. Home care will begin to be provided around the clock according to need, and long-term institutional care in social welfare for older people will be phased out over a transition period.

Transferring health technology supervision to Fimea
Supervision and licensing duties for medical devices, biobanks, tissue establishments, and gene technology will be transferred from Valvira (the National Supervisory Authority for Welfare and Health) to Fimea (the Finnish Medicines Agency). The reform will bring the sector's product and safety supervision together into a single agency.

Expanding care technology in social services
Technological solutions and technical surveillance will be introduced more widely across social welfare services to support client care and safety. The use of technology may also be taken into account when calculating staffing ratios for round-the-clock care for older people.

Establishing a hybrid threats centre
The European Centre of Excellence for Countering Hybrid Threats will be established in Helsinki to help participating states prepare for broad-based security threats. The centre will be given an independent legal status and operational preconditions in Finland.
