Transferring transport duties to regions
The transport duties and staff of the ELY Centre (Centre for Economic Development, Transport and the Environment) will be divided between the regions to be established, the Finnish Transport Infrastructure Agency and the traffic control company. Regions will become responsible for regional road maintenance and public transport, but ownership of the highway network will remain with the state.

Transferring road management to regions
The maintenance of highways, transport system planning and the organisation of public transport will be transferred from the abolished ELY Centres (Centres for Economic Development, Transport and the Environment) to the new regions and partly to the Finnish Transport Agency. The state will retain ownership of highways and steer road management through separate funding and agreements.

Reforming private road administration and maintenance
The new Private Roads Act will replace regulations that are over 50 years old and make the operation of road cooperatives more flexible. Municipal road boards will be abolished, and state subsidies as well as the handling of disputes and surveys will be transferred to other authorities.
