Reforming learning support in schools
Support for learning in pre-primary and basic education will be reformed by abandoning the three-tiered support system. Pupils will primarily be offered support directly within the teaching group, as well as individual support measures where needed.

Strengthening learning support in upper secondary schools
General upper secondary students will receive a statutory right to remedial teaching and special needs education, and it will become possible to take an examination in music, visual arts, or physical education in the matriculation examination. In addition, English-language general upper secondary education and an English-language matriculation examination will be made possible for young people whose proficiency in Finnish or Swedish is not sufficient for a regular general upper secondary school.
