Improving animal welfare and protection
The new Animal Welfare Act will replace the old Animal Protection Act and tighten requirements for the keeping, care and treatment of animals. The provisions will improve animals' opportunities to carry out natural species-specific behaviour and reduce the pain and suffering caused to them.

Reforming municipal veterinary services
Municipalities will be given a clear obligation to provide basic veterinary services and round-the-clock on-call duty throughout the country. At the same time, the possibilities for municipalities to charge fees for veterinary clinic services will be expanded.

Stricter animal welfare requirements
The reform will improve animals' living conditions, treatment and protection by requiring better consideration of species-specific needs. Animals must, among other things, be guaranteed continuous access to drinking water in permanent housing facilities, and pain relief must be used during painful procedures.

Easing horse manure burning for energy
Manure from horses and other livestock could be burned for energy without strict and expensive waste incineration requirements. The reform will make utilising manure in heat production easier and more viable than before.

Clarifying qualification requirements for livestock handlers
Owners and keepers of production animals will be placed under an obligation to ensure adequate competence, instruction and staffing levels for handlers. The amendment will bring the Animal Welfare Act into line with the requirements of EU directives.
