Increasing pension investment returns and funding
Earnings-related pension institutions will be allowed to take more risk in their investment activities to pursue higher returns, and more funds will be pre-funded for future pensions. In addition, index increases to earnings-related pensions may be restricted from 2030 onwards if prices rise faster than wages.

Merging gambling operators into Veikkaus
Finland's three gambling operators, Veikkaus, RAY and Fintoto, will be merged into a single wholly state-owned gambling company named Veikkaus Oy. The new company will receive the exclusive right to operate gambling in Finland, and proceeds will continue to be channelled to public-benefit purposes.
