The recovery of fines, infringement fees and other administrative sanctions and the limitation rules will be harmonised. At the same time, the penal demand procedure used in fining will be abolished and the recovery of crime damage compensation will be centralised to the Legal Register Centre.

Transferring liability for incomes register errors
Responsibility for rectifying data in the incomes register and data protection obligations will be transferred from employers and other payers directly to the Incomes Register Unit. Citizens will be able to request the rectification of their incorrect income data directly from the authority.

The interest subsidy terms for state-subsidised affordable housing production will be improved, and making provision for rental building renovations will again be permitted within rents. At the same time, the rules, official liability and supervision concerning resident selection for rental housing will be clarified.

Strengthening competition enforcement and sanctions
The Finnish Competition and Consumer Authority (KKV) will receive broader powers to investigate competition infringements, impose remedies and engage in cross-border cooperation with other EU member states. Penalty payments may also be imposed on companies for breaching investigative procedures and failing to comply with decisions.

Ensuring authority communications coverage in buildings
The rescue authority could require the owner of a building to acquire and maintain equipment for new broadband public authority communications in high-risk premises. Failure to comply with the obligation could be enforced with a conditional fine or a threat of performance.

Easing vehicle inspection requirements
Vehicle inspection licences will become company-specific, allowing a single licence to cover all vehicle categories and removing the obligation for stations to offer all inspection services. At the same time, training requirements for vehicle inspectors will be eased and the regulation of taximeters in taxis clarified.

Strengthening the position of agricultural producers
A Food Market Ombudsman will be established in Finland to supervise fair trading practices in the food chain. A requirement for written contracts will be introduced in the trade of agricultural products to protect producers.
