    Rules on transparency in political advertising and restrictions on targeting online advertising will be tightened in line with EU regulation. The National Audit Office of Finland (VTV) will supervise advertising transparency and will be able to impose penalty payments for breaches of the rules.

    Transparency in election and party funding will be increased by requiring significant campaign loans and their guarantors to be declared. In addition, the compulsory membership ballot in parliamentary elections will be abolished, and the minimum age for signing a European Citizens' Initiative will be lowered to 16 years.

    Party subsidies may also be granted to small parties that receive at least 2 per cent of the vote, and oversight of the subsidies will be transferred to the National Audit Office of Finland. At the same time, transparency in election funding will be increased in presidential and European Parliament elections.
