Tougher penalties for street gang crime
More severe penalties will be imposed for offences linked to the activities of street gangs and for humiliating violence. In addition, using a child under 15 years of age to commit an offence will be made a distinct punishable offence.

Preventing the release of dangerous prisoners
Preventive detention will be introduced in Finland, allowing the prison terms of the most dangerous prisoners to be extended after their sentence has ended. At the same time, access to parole for life prisoners will be tightened if the prisoner is assessed as still posing a danger to others.

Tightening violent and sex offender supervision
Violent and sex offenders with a high risk of reoffending will be placed under probationary supervision upon release from prison. The risk of violence posed by prisoners will be assessed more thoroughly, and rehabilitative activities aimed at them will be increased.
