Streamlining executive assistance to the police
The police will be able to receive support and heavy equipment from the Finnish Defence Forces and the Finnish Border Guard more quickly and flexibly for dangerous situations and for securing state visits. Operations will always remain under police leadership, but preparedness for executive assistance and decision-making in urgent threat situations will be streamlined.

Reforming criminal sanctions procedures and data protection
Provisions on the processing of personal data and registers at the Criminal Sanctions Agency will be reformed to meet EU data protection requirements. At the same time, procedures and decision-making relating to the enforcement of imprisonment and community sanctions will be clarified and harmonised.

Police powers to intercept drones
The police will be granted the right to intervene in the flight of model aircraft and drones and, if necessary, take possession of them to guarantee security. The movement of an aircraft can be prevented, for example, using technical jamming devices or force.

Expanding Defence Forces security powers
The Finnish Defence Forces will be granted the right to provide close protection and secure their special transports outside their own areas without an executive assistance request from the police. Powers to use force and firearms will be laid down for officials performing these duties.

Defence Forces powers to intercept drones
The Finnish Defence Forces will receive the power to intercept drones and unmanned aircraft using technical devices or force. The powers will protect military sites and national defence against unauthorised intelligence gathering and other security threats.

Reform of international security assistance rules
