    The responsibilities for health and social services in the multisectoral joint service promoting employment and in the integration of immigrants will be transferred from municipalities to wellbeing services counties from the beginning of 2023. At the same time, wellbeing services counties will begin to receive central government compensation for the integration health and social services they organise.

    A new electronic identification means will be created for foreign citizens to interact with public authorities, and the use of European identification means in Finnish services will be expanded. In addition, electronic mandates can also be registered at public authority service points without having personal online banking credentials.
