Improving basic security and parental allowances
The minimum sickness and parental allowances, rehabilitation allowances and the guarantee pension will be increased, and the annual ceiling on medicine expenses will be lowered. At the same time, the rights of single parents, adoptive parents and multiple-birth families to parental allowances will be improved.

Lowering early childhood education and care fees
Early childhood education and care fees for low-income families of two and three persons will be reduced, and the fee share for the second child will be lowered. An entirely new separate act will also be enacted on client fees in early childhood education and care.

Reforming early childhood education fees
The maximum client fees for municipal early childhood education and care will be increased, and fee criteria for part-time care will be harmonised. At the same time, fees for low-income single parents will be reduced to improve work incentives.
