What is proposed
The precise definition of close contact (a distance of less than two metres for more than 15 minutes) and the disease incidence rate used as a decision-making criterion will be removed from the Communicable Diseases Act. Imposing restrictions on the use of premises will require that significant infection clusters have been detected in the area that cannot be reliably traced and that pose a significant risk of transmission.
What it means
The change will improve, in particular, the opportunities for the event sector, cultural and sports operators, and other businesses to organise events and keep premises open in an economically viable manner. Municipalities and the Regional State Administrative Agencies making the decisions will have more discretion to assess risks premises by premises and take into account developments in population vaccination coverage.

Key points of the debate
The debate concerned amending temporary section 58 d of the Communicable Diseases Act so that the two-metre safe distance requirement and incidence threshold are removed from coronavirus restrictions on premises. The government parties considered the proposal a necessary and controlled step towards opening up society and the event industry as vaccination coverage rises. Part of the opposition called for the entire restriction section to be repealed and criticised the proposal for leaving legal interpretation too vague for regional state administrative authorities.
- Should the restriction section (section 58 d) have been repealed entirely instead of being amended?
- Does replacing a fixed safe distance with administrative discretion lead to inconsistent and confusing interpretations in the regions?
- Are society and the event sector being opened up quickly enough as vaccination coverage increases?
- Social DemocratsIn favour
The Social Democrats supported the proposal, as abandoning fixed numerical thresholds enables a suitable and controlled dismantling of restrictions while maintaining the necessary tools for authorities.
— Krista Kiuru - Centre PartyIn favour
The Centre Party supported the proposal as a step towards easing the distress of the event sector and considered, on the basis of statements from health authorities, that the section could not yet be repealed entirely at this stage.
”Sosiaali- ja terveysvaliokunta pitää ehdotettua lähikontaktin määritelmän poistamista lähtökohtaisesti perusteltuna.”
— Markus Lohi - GreensIn favour
The Greens considered dropping the two-metre safe distance requirement well justified and an important step towards restoring operating conditions for the culture and event sectors.
— Jenni Pitko - Left AllianceIn favour
The Left Alliance supported the proposal as a welcome measure to correct restriction rules that had treated the event sector unreasonably and inequitably.
— Jussi Saramo - Swedish People's PartyIn favour
The Swedish People's Party supported the legislative amendment as an important step towards fairer treatment of the culture and event sectors and the reopening of society.
— Veronica Rehn-Kivi - National Coalition PartyAgainst
The National Coalition Party opposed the proposal and demanded the repeal of the entire section, as a mere amendment leaves the legislation confusing, increases interpretation issues, and hampers the recovery of the event sector.
— Mia Laiho - Finns PartyAgainst
The Finns Party took the view that, as vaccination coverage rises, the restriction section should have been removed entirely rather than increasing administrative discretion and unclear interpretations.
”Siispä kannatankin tämän pykälän poistamista muuttuneessa tautitilanteessa ja ylipäänsäkin yhteiskunnan avaamista, kuten monet muut maat maailmassa ovat jo tehneet.”
— Jani Mäkelä - Christian DemocratsIn favour with reservations
The Christian Democrats considered the easing of restrictions a step in the right direction, but voiced concern about the clarity of the criteria for applying the provision and the workload of regional state administrative authorities.
— Sari Essayah - Power Belongs to the PeopleAgainst
Power Belongs to the People opposed the proposal and called for an immediate end to all coronavirus restrictions, vaccinations, and other similar measures.
