What is proposed
The proposal brings into force the social security agreement between Finland and Japan. Under the agreement, workers posted to the other country for a maximum of five years and temporary self-employed persons will remain covered by the pension and unemployment insurance of their home country. In addition, the agreement enables insurance periods accrued in both countries to be aggregated to establish entitlement to a pension, as well as the payment of pensions from one country to the other.
What it means
The agreement applies to workers moving between Finland and Japan, temporary self-employed persons, pensioners, and businesses. At the end of 2020, around 750 Japanese nationals were insured in Finland, and pensions were paid from Finland to 48 people in Japan. Corporate costs and administrative burden will decrease with the removal of double contributions. The agreement and the related act will enter into force on a date to be specified separately, following an exchange of notes between the two countries.
