Expanding free outpatient services for veterans
Act amending sections 6 and 6 e of the Military Injuries Act
Persons disabled as a result of the 1939–1945 wars will receive health and social services outpatient care free of charge with a degree of disability of just 10 per cent. The change will make it easier for elderly disabled war veterans to live at home both in Finland and in Sweden.

What is proposed
The degree of disability required for disabled war veterans to receive reimbursement for municipal health and social services outpatient care, such as home services, housing services, mobility support and informal care support, will be lowered from 15 per cent to 10 per cent. At the same time, disabled war veterans with a 10 per cent disability living in Sweden will be eligible for reimbursement of the costs of home services and one daily meal.
What it means
The act will enter into force on 1 January 2017 and bring an estimated 440 disabled war veterans in Finland and 18 veterans living in Sweden within the scope of the new services. The reform will result in additional costs to the state of around 4.8 million euros in 2017. The change will not apply to disabled military personnel injured during conscript service or peacekeeping duties.
