What is proposed

The maximum amount of the lowest support category of the investment grant for special groups will be increased from 10 per cent to 15 per cent of the approved construction, acquisition or renovation costs of a housing project.

What it means

The act will enter into force on 1 November 2019. The change would benefit non-profit organisations and foundations commissioning student and youth housing, as well as residents of the housing, as the higher grant is estimated to reduce rents in new developments by just over 1 euro per square metre per month (around 25 euros for a 25-square-metre studio flat). Out of the state's annual grant pot of 105–130 million euros, an estimated 10 million euros more than at present would be channelled into student and youth housing.

Key points of the debate

Parliament debated the proposal to increase the investment grant awarded for building and renovating student and youth housing. The debate was exceptionally consensual, with both government and opposition groups considering the additional support necessary to secure affordable housing. Broader debate was sparked by the total cost of general housing allowance and its impact on rent levels.

  • The group supported the proposal because there is a severe shortage of affordable student housing and raising the investment grant will lower students' rents and housing costs.

    ”Hallituksen esitys tulee toteutuessaan lisäämään kohtuuhintaista asuntotuotantoa, mikä tarkoittaa ennen kaikkea opiskelija- ja nuorisoasuntojen määrän lisääntymistä.”
    — Anneli Kiljunen
  • Centre PartyIn favour

    The group welcomed the proposal as a swiftly prepared measure to improve young people's livelihoods and simultaneously boost climate-friendly timber construction.

    ”Hallituksen esitys eduskunnalle laiksi avustuksesta erityisryhmien asunto-olojen parantamiseksi on erittäin ajankohtainen ja erittäin tärkeä.”
    — Hannu Hoskonen
  • GreensIn favour

    The group considered the proposal very necessary to alleviate the housing shortage and pointed out that affordable student housing would simultaneously reduce state housing allowance costs.

    — Tiina Elo
  • Left AllianceIn favour

    The group supported increasing the grant, stressing that state-subsidised cost-price housing production is needed to curb rising housing costs.

    ”Lakiesitys parantaa erityisesti nuorten ja opiskelijoiden asemaa asuntomarkkinoilla, mikä on tärkeää.”
    — Pia Lohikoski
  • The group supported raising the investment grant and considered supporting rental housing for students to be a justified measure.

    ”Tämä kyseinen hallituksen esitys on hyvä.”
    — Sari Multala
  • Finns PartyIn favour

    The group considered the bill a good measure to ease the housing shortage and also highlighted the importance of converting vacant office spaces into housing.

    ”Tämä lakiesitys on hyvä, ja on erittäin tärkeää, että kohtuuhintaista asuntotuotantoa edesautetaan ja edistetään Suomessa, erityisesti nuorten ja myös erityisryhmien kohdalla”
    — Arja Juvonen
  • The group commended the proposal for easing the shortage of student housing, but also stressed the need to reform the housing allowance system.

1) 15 prosenttia, kun avustus myönnetään 3 §:n 1 kohdan mukaiseen tarkoitukseen;

2) 25 prosenttia, kun avustus myönnetään 3 §:n 2 kohdan mukaiseen tarkoitukseen;

Main content of the bill (official)
Esityksessä ehdotetaan avustuksista erityisryhmien asunto-olojen parantamiseksi annettua lakia muutettavaksi siten, että alimman tukiluokan mukaisten avustusten enimmäismäärä nostetaan 10 prosentista 15 prosenttiin asuntohankkeen hyväksyttävistä rakentamis-, hankinta- tai perusparannuskustannuksista. Alimman tukiluokan mukaisia avustuksia voidaan myöntää asuntohankkeille, joiden asukkaiden asunto-olot ovat huonot ja tulot poikkeuksellisen pienet. Käytännössä alimman tukiluokan mukaisilla avustuksilla tuetaan etupäässä opiskelijoille ja nuorille tarkoitettujen asuntojen rakentamista, hankintaa tai perusparantamista. Esityksen tarkoituksena on lisätä tällaisten opiskelija- ja nuorisoasuntojen tuotantoa. Muita avustuksen myöntämiselle asetettuja ehtoja ei muutettaisi. Avustukset myönnetään valtion asuntorahaston varoista, ja avustusvaltuuden suuruudesta päätetään vuosittain valtion talousarvion yhteydessä. Esitys perustuu pääministeri Antti Rinteen hallituksen hallitusohjelmaan. Ehdotettu laki on tarkoitettu tulemaan voimaan 1 päivänä marraskuuta 2019.
