Opening CSC supercomputer capacity to companies
Act on the conditions for the status of the limited liability company CSC – IT Center for Science Ltd as an in-house entity, the joint use of research infrastructure owned by the company, and its preparedness obligation

What is proposed
Separate specific legislation will be enacted for CSC, providing an exception to the in-house entity rules of the Public Procurement Act. Higher education institutions will not be required to hold the 10 per cent minimum ownership share required for in-house entity status, and up to 20 per cent of national supercomputer capacity can be sold under market terms, instead of the standard Public Procurement Act limit (5 per cent / 500,000 euros). The company will also be subject to an official preparedness obligation for disruptions and emergency conditions.
What it means
The change will allow companies to utilise national high-performance computing in their own product development, with external sales estimated to generate around 4 million euros annually. Selling surplus capacity will not jeopardise the needs of higher education institutions or research institutes, which will retain priority. The act is intended to enter into force in spring 2026 at the same time as the reform of the Public Procurement Act.

Key points of the debate
Parliament considered the proposal unanimously, and opening supercomputer capacity to companies was considered a welcome reform for research and business. However, the bulk of the debate focused more broadly on public procurement legislation and the proposal's exception to the ten per cent minimum ownership limit for in-house entities. The opposition called for similar exceptions or more lenient limits for municipalities and healthcare as well, whereas the government parties considered the exception justified precisely because no private market exists for supercomputers.
- Should exceptions to the in-house entity rules of the Public Procurement Act be extended from supercomputers to municipalities and healthcare as well?
- National Coalition PartyIn favour
The National Coalition Party supports the proposal, as utilising high-performance computing boosts corporate innovation. According to the group, the exception to the in-house entity rules of the Public Procurement Act is justified because there is no market for supercomputers, nor will one emerge.
”Eli vaikka porataan yksi reikä hankintalakiin, niin tässä kohtaa pidän sitä reikää varsin perusteltuna.”
— Henrik Vuornos - Finns PartyIn favour
The Finns Party considers the proposal a justified and clarifying step that safeguards the cost-effectiveness of research infrastructure. At the same time, the group considers it important to write preparedness and cybersecurity obligations for critical digital infrastructure into law.
”Esityksen ytimessä on CSC:n sidosyksikköaseman selkeyttäminen. Tämä on välttämätöntä, jotta julkinen sektori voi tehokkaasti hyödyntää CSC:n palveluja ilman tarpeetonta hallinnollista kuormaa.”
— Anne Rintamäki - Social DemocratsIn favour
The Social Democrats support the proposal and expanding the use of supercomputers to companies in order to boost future economic growth. However, the group notes that the same flexible principles for ownership and external sales limits should be extended to the Public Procurement Act to protect small municipalities and specialised medical care.
”Tämä itse esitys liittyen tähän CSC:hen ja sen hallinnoimien supertietokoneiden käyttöön ja varsinkin niiden käytön edistämiseen on erittäin perusteltu.”
— Joona Räsänen
