What is proposed
The proposal extends the temporary 10 per cent interest rate cap on consumer credit other than commodity-linked credit and the ban on increasing credit costs. In addition, the ban on direct marketing of consumer credit is extended, and an obligation is introduced to warn in advertising that the interest rate on the credit may rise after the expiry of the temporary interest rate cap.
What it means
The act is intended to be in force from 1 January 2021 to 30 September 2021. The interest rate cap applies to new credit agreements and new drawdowns of running account credits entered into before the act entered into force, but not to commodity-linked credit or housing loans. The change curtails consumers' debt servicing costs, but may weaken lenders' profitability and limit the chances of low-income earners in particular to obtain unsecured credit.
How Parliament voted
The bill passed without a vote – no MP proposed rejecting or amending it in plenary.

Key points of the debate
The debate addressed extending the temporary 10 per cent interest rate cap and direct marketing ban on unsecured consumer credit during the corona crisis. The proposal received broad and unanimous support across Government and opposition lines in the chamber to prevent over-indebtedness. The debate focused in particular on whether the strict interest rate cap should be made permanent legislation rather than temporary.
- Should the 10 per cent interest rate cap on consumer credit be made permanent rather than temporary?
- Does the tightening of access to credit push the most vulnerable consumers into even more expensive arrangements, or does it protect them?
- Social DemocratsIn favour
Tackling high interest rates and aggressive marketing of payday loans is essential to break debt spirals, and making the cap permanent should be examined.
”Tässä selvästi on tarvetta pysyvälle lainsäädäntöuudistukselle.”
— Kimmo Kiljunen - Swedish People's PartyIn favour
The Government wants to protect consumers facing financial difficulties due to the corona crisis from unreasonable interest rates and prevent over-indebtedness.
”Hallitus haluaa tukea kansalaisia ja turvata heidän oikeutensa erityisesti tällaisena aikana, kun monet joutuvat ottamaan velkaa päästäkseen kriisin yli.”
— Anna-Maja Henriksson - National Coalition PartyIn favour with reservations
Supported the committee report, but recalled that unsecured lending operates on market terms and warned that an excessively low interest rate cap might impair access to credit and lead to other costs.
”Eli tässä ei tarvitse sellaisenaan olla mitään epäilyttävää, tässä niin sanotussa vakuudettomassa luottomarkkinassa.”
— Juhana Vartiainen - Finns PartyIn favour
The proposal is a highly commendable way to prevent payday loan companies from exploiting people's distress, and the 10 per cent interest rate cap should be made permanent law.
”Jo toinen erinomainen esitys hallitukselta velkaantumisongelmaan puuttumiseksi tältä päivältä.”
— Sebastian Tynkkynen
