What is proposed
The outdated tax treaty dating from 1970 will be replaced with a new agreement based on the OECD model, which updates the allocation of taxing rights between the countries, the exchange of information, and the rules on preventing tax avoidance.
What it means
The change will particularly affect pensioners who have moved to Portugal, whose private-sector pensions accrued from Finland will be taxable by Finland after a three-year transition period, or immediately if the income is tax-exempt in Portugal. In addition, Finland will obtain the right to tax rental income and capital gains from housing company shares owned in Finland by residents of Portugal.
