What is proposed

The temporary ban in the Information Society Code on the telemarketing of mobile telephone network subscriptions will be extended by three years. In addition, a provision will be added to the act authorising the Finnish Communications Regulatory Authority to issue technical regulations on the interoperability of television receivers and descrambling systems in accordance with EU directives.

What it means

Teleoperators will continue to be prohibited from calling and marketing mobile subscriptions to consumers without their express request, with the exception of their existing customers. The amendment protects consumers from misleading sales situations and unclear number porting, and keeps operators' sales channels mainly online and in stores. The act will enter into force on 2 July 2015.

Key points of the debate

Broad consensus prevailed in the parliamentary debate on the necessity of extending the ban on telemarketing mobile subscriptions. MPs commended the ban for reducing problems and confusion experienced by consumers. In addition, several speakers called for the regulation of telemarketing to be extended to other services and products as well.

  • The National Coalition Party supports extending the ban, as the temporary ban has stabilised the situation and significantly reduced consumer complaints. According to the group, making the ban permanent should be assessed during the temporary period.

    — Kalle Jokinen
  • Centre PartyIn favour

The Centre Party considers the temporary extension of the ban to be a good and workable solution. At the same time, the group hopes that the problems of telemarketing will be addressed more broadly.

”Tämä puhelinmarkkinoinnin kieltäminen ja rajoittaminen oli myöskin yksi osa tätä, ja on tietysti hyvä nyt, että tätä määräaikaa jatketaan.”
    — Ari Torniainen
  • The Social Democrats support the proposal, as the ban has protected consumers, especially the elderly, from aggressive sales. The group supports making the practice permanent at a later stage.

”Tämä oli iso päätös aikoinaan, ja hienoa, että nyt voimme täällä salissa olla siitä yksimielisiä, että tätä käytäntöä jopa väliaikaisena jatketaan.”
    — Krista Kiuru
  • Left AllianceIn favour

The Left Alliance supports extending the ban, but considers that a more comprehensive and permanent solution should be sought for the problems of telemarketing, such as a requirement for written confirmation of telephone sales.

”Hallituksen esityksen mukaisesti on varmasti hyvä jatkaa määräaikaisesti matkapuhelinliittymien telemarkkinointikieltoa.”
    — Hanna Sarkkinen
