Laki sosiaalihuoltolain muuttamisesta
Eduskunnan päätöksen mukaisesti lisätään sosiaalihuoltolakiin (1301/2014) uusi 60 c § seuraavasti:
60 c §Yliopistotasoisen sosiaalityön tutkimuksen rahoitus
Sosiaali- ja terveysministeriö voi myöntää vuosittain hakemusten perusteella valtion rahoitusta yliopistotasoisen sosiaalityön tutkimushankkeille, jotka sopivat yhteen sosiaalityön tutkimustoiminnan painoalueiden ja tavoitteiden kanssa ja jotka on vertaisarvioitu. Ministeriö päättää rahoitusta saavista hankkeista vertaisarviointiin perustuen kuultuaan 2 momentissa tarkoitettua arviointiryhmää. Lounais-Suomen aluehallintovirasto maksaa tutkimusrahoituksen hankkeiden toteuttajille kahdessa erässä vuosittain.
Sosiaali- ja terveysministeriö asettaa valtakunnallisen asiantuntijoista koostuvan sosiaalityön tutkimuksen arviointiryhmän. Arviointiryhmän tehtävänä on tehdä ministeriölle vuosittain ehdotus tutkimustoiminnan painoalueista ja tavoitteista seuraavalle vuodelle sekä seurata ja arvioida rahoitusta saaneiden hankkeiden toteutumista.
Sosiaali- ja terveysministeriön asetuksella annetaan tarkemmat säännökset yliopistotasoisen sosiaalityön tutkimuksen painoalueista ja tavoitteista sekä 2 momentissa tarkoitetun arviointiryhmän asettamisesta, kokoonpanosta ja tehtävistä. Lisäksi sosiaali- ja terveysministeriön asetuksella voidaan antaa tarkempia säännöksiä tutkimusrahoituksen myöntämisestä ja maksamisesta sekä niihin liittyvistä menettelyistä.
