1.Laki huoltovarmuuden turvaamisesta annetun lain 3 §:n muuttamisesta
Eduskunnan päätöksen mukaisesti lisätään huoltovarmuuden turvaamisesta annetun lain (1390/1992) 3 §:ään, sellaisena kuin se on osaksi laissa 1527/1994, uusi 3 momentti seuraavasti:
3 §
Raakaöljyn ja öljytuotteiden varmuusvarastot tulee sijoittaa siten, että ne voidaan laskea liikkeelle ja tosiasiallisesti toimittaa loppukäyttäjille ja markkinoille määräajassa ja olosuhteissa, jotka lieventävät mahdollisesti esiintyviä toimitusongelmia. Huoltovarmuuskeskuksen on varmistettava, että varmuusvarastot ovat käytettävissä ja että niihin on fyysinen pääsy siten, että huoltovarmuus on turvattu.

Tämä laki tulee voimaan päivänä kuuta 20 .
2.Laki tuontipolttoaineiden velvoitevarastoinnista annetun lain 7 §:n muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan tuontipolttoaineiden velvoitevarastoinnista annetun lain (1070/1994) 7 § seuraavasti:
7 §
Maahantuoja on velvollinen varastoimaan raakaöljyä ja öljytuotteita siten, että ne ovat käytettävissä. Maahantuojana pidetään sitä, jonka lukuun tuonti tapahtuu.
Valtioneuvoston asetuksella voidaan antaa tarkempia säännöksiä varastojen käytettävyydestä.
§
Tämä laki tulee voimaan päivänä kuuta 20 .
