Higher property tax on wind farms
Act amending section 14 of the Property Tax Act
Wind farms will generally be brought under the higher power plant tax by calculating their capacity threshold on the basis of a shared grid connection. The change will increase tax revenue for wind power municipalities and raise costs for energy companies.

What is proposed
The 10-megavolt-ampere capacity threshold for small power plants will be calculated on the basis of the combined capacity of power plants connected to the same electricity grid connection point, regardless of the form of electricity generation, meaning separate power plants will no longer receive relief when assessed individually.
What it means
The change will particularly affect wind power companies and municipalities that have zoned areas for wind power. Most wind farms will move from the general property tax rate to the higher power plant tax rate (at most 3.10 per cent). Municipal tax revenue is estimated to grow by approximately 3.6–5.3 million euros per year from 2018 onwards, while the tax expenses and costs of wind power companies will increase correspondingly.

Key points of the debate
The debate addressed bringing wind farms under the higher power plant property tax to increase municipal tax revenues. Most parliamentary groups supported the proposal as a fair reform that would improve local acceptance of wind power. Only the Left Alliance opposed the tax increase, citing weaker profitability and reduced investment in renewable energy.
- Will the tax increase undermine clean energy investment and the profitability of wind power?
- Does taxing wind farms increase the local acceptance of projects in municipalities?
- How should potential noise and health effects of wind turbines be taken into account and compensated for residents?
- National Coalition PartyIn favour
The group supported the change to promote equal and technology-neutral property tax treatment for different forms of energy.
”Kiinnittäisin huomion tähän kiinteistöveron teknologianeutraalisuuteen.”
— Eero Suutari - Centre PartyIn favour
The proposal was seen as bringing well-earned additional revenue to wind power municipalities and thereby improving local acceptance of wind power construction.
— Katri Kulmuni - Blue ReformIn favour
The group supported bringing wind farms under the standard power plant tax as part of ordinary property taxation.
”Hallituksen esityksessä tuulivoimarakentaminen tulee normaalin voimalaitoskiinteistöveron piiriin, joka on korkeampi kuin yleinen kiinteistövero kunnissa.”
— Kari Kulmala - Finns PartyIn favour
The Finns Party considered the taxation of wind farms fair, but repeatedly raised concerns about the infrasound and health impacts of wind power.
— Sami Savio - Social DemocratsIn favour
The SDP supported the bill once statements safeguarding conditions for renewable energy were approved alongside it in the committee.
”Tässä esityksessä olemme sosiaalidemokraatteina sen takana”
— Pia Viitanen - GreensIn favour
The Greens considered the tax increase a step in the right direction for local acceptance, provided that renewable energy continues to be promoted.
— Krista Mikkonen - Left AllianceAgainst
The Left Alliance opposed the proposal and called for its rejection, as the tax increase would endanger wind power investments and run counter to climate targets.
— Kari Uotila - Swedish People's PartyIn favour
The group considered the reform necessary so that the growth of wind power would provide municipalities with the tax revenues they hoped for.
— Mats Nylund - Christian DemocratsIn favour
The Christian Democrats viewed the development of wind power positively and supported its established role in energy generation.
”Tuulivoima on tullut jäädäkseen.”
— Antero Laukkanen
