What is proposed
A provision will be added to the Act on the Finnish Education Evaluation Centre granting the evaluation centre the right to obtain information necessary for its statutory evaluation tasks, notwithstanding secrecy provisions, from education and early childhood education and care providers as well as from the data repositories of the Finnish National Agency for Education. The right of access to information covers, for example, information on intensified and special support as well as teaching arrangements, but does not extend to medical or psychological assessments or to the evaluation of higher education institutions.
What it means
The amendment ensures that the evaluation centre can comprehensively monitor the quality of education and learning paths, including for children and young people who need support. The administrative burden on education and early childhood education and care providers, such as municipalities, will decrease as the necessary data can be transferred directly from the national registers of the Finnish National Agency for Education (such as the Koski and Varda data repositories). The act will enter into force on 1 March 2020.

- Social DemocratsIn favour
The reform is very positive and improves opportunities to evaluate the learning conditions and access to services for children with disabilities and children needing special support.
”Lakiesitys on erittäin hyvä.”
— Anneli Kiljunen - Centre PartyIn favour
Clarifying access rights enables education to be developed on the basis of research-based knowledge, while easing the administrative burden on municipalities.
— Pasi Kivisaari - GreensIn favour
It is important to support the operating conditions of the independent evaluation centre so that areas for developing the education system can be addressed on the basis of research-based knowledge.
”Itsenäisen ja riippumattoman toimijan arvioinnit kehittävät koko koulutusjärjestelmää.”
— Inka Hopsu - Left AllianceIn favour
The proposal enables evaluation activities to continue and provides necessary information on the learning paths of pupils receiving special support to strengthen equality and non-discrimination.
”Yhdenvertaisuuden ja tasa-arvon toteutumisen näkökulmasta arvioinnin tulisi tuottaa tietoa myös niiden oppijoiden koulutuspoluista, joilla on erityisen tuen päätös.”
— Li Andersson - Swedish People's PartyIn favour
Developing education requires sufficient information, but children's privacy must be carefully protected when processing confidential information.
”I övrigt så är det här enligt mig ett mycket utmärkt förslag som också har mitt understöd.”
— Anders Norrback - National Coalition PartyIn favour
Research-based information on special needs education is needed as a basis for decision-making, and the clarifications made by the committee regarding data protection and retention periods made the proposal balanced.
”Hallituksen esityksen perusteluissa ilmenevistä syistä ja saamansa selvityksen perusteella sivistysvaliokunta pitää hallituksen esitystä tarpeellisena ja tarkoituksenmukaisena.”
— Paula Risikko - Finns PartyIn favour
Expanding access to information for the evaluation centre is an important measure that promotes equality and the right to support regardless of place of residence.
”Tämä kaikki edistää tasa-arvoa, yhdenvertaisuutta ja oikeutta tukeen opetuksen järjestäjästä ja paikkakunnasta riippumatta.”
— Ari Koponen - Christian DemocratsIn favour
The evaluation centre's access to information is necessary to develop multidisciplinary cooperation and the quality of education, and the limitations on sensitive data made by the committee are justified.
”Luotan sivistysvaliokunnan harkintaan tässä rajauksessa, jonka se on tehnyt tähän tiedon saamiseen.”
— Päivi Räsänen
