An electronic voting register will replace paper voting lists in parish elections and vicar elections. The change will speed up the conduct of elections, reduce errors and make advance voting smoother.

Reforming Sámi Parliament electoral criteria
The rules for admission to the Sámi Parliament's electoral roll will be reformed and the right of self-determination of the Sámi strengthened. The electoral roll will be recompiled on the basis of new criteria, and an independent appellate board will be established for appeals concerning the electoral roll.

Introducing postal voting abroad
Finns living permanently abroad or staying abroad temporarily during elections will have the opportunity to vote by post in general elections. The voter orders the documents to their foreign address, votes in the presence of two witnesses, and posts their ballot to Finland.

Tightening parish election disqualification rules
A person standing as a candidate in parish elections, or a close relation of theirs, will no longer be able to serve on an electoral board. At the same time, data protection regarding the electoral roll will be improved.

The voting age in Orthodox Church elections will be lowered to 16. At the same time, the term of office of the church assembly will be extended to four years and church administrative provisions will be clarified.

Intervening in municipal administrative crises
The state could appoint an investigator to resolve exceptional administrative difficulties in a municipality if the municipality is unable to act itself. An elected municipal official suspected of an offence could ultimately be suspended from office by ministerial decision.

Reforming listed company reporting and supervision
The statutory obligation for listed companies to publish quarterly reports will be abolished, and the prospectus requirement for small securities offerings will be eased. At the same time, the notification obligation for major shareholdings will be expanded, and sanctions for market violations will be tightened.
