Regionalising health and social services
Responsibility for organising health and social services and rescue services will be transferred from municipalities to 18 new self-governing regions. At the same time, municipal taxation will be reduced and central government taxation increased to fund the services.

Regional public transport authorities
Joint municipal public transport authorities will be established for the Kotka region and Meri-Lappi to be responsible for organising bus transport in their areas. Tasks will be transferred to municipalities and from the ELY Centre (Centre for Economic Development, Transport and the Environment) to regional management.

Finland will reform its act on European groupings of territorial cooperation to align with EU regulation. The amendment will make it easier to establish and manage cross-border regional development projects.
