Anti-money laundering supervision of gambling entities and estate agents operating in Åland will be assigned to national authorities. Supervisory responsibility will be allocated to the National Police Board and the Regional State Administrative Agency.

Registration requirement for debt collection
Fixed-term licensing for debt collection activities will be abolished and replaced with a registration procedure that remains valid until further notice. Operators collecting debts on behalf of others must register with the Regional State Administrative Agency for Southern Finland.

Reforming housing credit and peer-to-peer lending
The comparability of housing loans will be improved with a standardised form, and borrowers will be granted the right to cancel a housing loan within 14 days even when transacting at a branch. At the same time, peer-to-peer loan intermediaries will be brought under official registration and consumer protection rules.

Transferring prison health care
Prisoners' health care will be transferred from the Criminal Sanctions Agency to a new agency to be established in the administrative branch of the Ministry of Social Affairs and Health. At the same time, prisoners' medical care will be brought under the same official supervision as other public health care.

Civilian oversight of Defence Forces healthcare
Healthcare organised by the Finnish Defence Forces will be transferred to the supervision of Valvira (the National Supervisory Authority for Welfare and Health) and the Regional State Administrative Agency. The change would align the supervision of Finnish Defence Forces healthcare with that of other healthcare services.
