Cutting and reforming county funding
Savings will be made in central government funding for wellbeing services counties, and the calculation criteria for the funding model will be reformed from 2027 onwards. The reform cuts compensation for the growth in service needs and transition balancing, while ensuring through a temporary balancing model that no county's funding falls below the previous year's level.

Strengthening learning support in upper secondary schools
General upper secondary students will receive a statutory right to remedial teaching and special needs education, and it will become possible to take an examination in music, visual arts, or physical education in the matriculation examination. In addition, English-language general upper secondary education and an English-language matriculation examination will be made possible for young people whose proficiency in Finnish or Swedish is not sufficient for a regular general upper secondary school.

Reforming regional development and business funding
The Advisory Board on Regional Development will become a more strategic body whose members consist of senior administrative management. At the same time, the ELY Centres (Centres for Economic Development, Transport and the Environment) will be given the opportunity to finance the development of business services using funds from the EU's European Regional Development Fund.
