Strengthening Finnish Border Guard powers
The Finnish Border Guard would be given a new task to monitor critical underwater infrastructure and powers to intervene in suspicious vessels and unmanned vehicles. At the same time, technical border surveillance and inter-agency cooperation would be enhanced in the changed security environment.

Shipowners' liability for wreck removal
Shipowners will bear strict liability for the removal and costs of a hazardous wreck resulting from a maritime accident. The authorities will be able, if necessary, to remove the wreck at the owner's expense and recover the costs directly from the insurance company.
