Reforming vocational education funding and steering
Funding and steering for vocational education and training will be reformed, and a pilot project will be launched giving some educational institutions greater leeway to decide on the qualifications they offer. At the same time, the learning support and special needs education received by students will be clarified and strengthened.

Reforming qualification recognition and fees
The Finnish National Agency for Education will be able to issue certificates of competence required for working in the EU also in professions not regulated in Finland, such as ski instructors. At the same time, fees for applications for the recognition of degrees and qualifications will have to be paid in advance.

Clarifying vocational education regulation and funding
Withdrawals of the right to study in vocational education and training and education provider licences can be targeted at specific competence areas rather than an entire qualification. In addition, discretionary additional funding can be granted to education providers more flexibly in the middle of an operating year.

Vocational education and training reform
Vocational education and training for young people and adults will be combined into a single system in which studies are individually tailored for each student. The funding and steering of education will be reformed to emphasize the acquisition of skills and employment rather than study time alone.
